Where to find Carnibora
Carnibora has exactly one overworld spawner and it is inside a protected zone: the No.3 Wildlife Sanctuary (sanctuary_3_dessert) at Lv 45–48, in northern Palpagos near the north-east of the Deep Sand Dunes fast-travel point.
That means catching one legitimately involves taking the wanted level that comes with entering a sanctuary. The alternative is a SkyCityCity Raid, which is the only other place it appears.

The story of Carnibora
"Prone to eating indiscriminately, the mouth atop its head frequently breaks out in agonizing ulcers, causing it to use the mouth on its face instead. However, its behavior doesn't change, which leads to both mouths suffering the same ulcers."
It eats indiscriminately, so the mouth on top of its head is permanently ulcerated, so it eats with the mouth on its face instead — and carries on eating indiscriminately with that one too. The Paldeck describes a creature that has identified its problem, invented a workaround, and learned nothing.
Sanctuary catch means a wanted level. Bring a plan for leaving, not just for arriving.
Planting 6 made it worth the trouble on its own.
