Where to find Silvegis
Silvegis has no roaming population. The encounters are a Lv 59 alpha and a Lv 62 alpha inside the Shield Dragon Tunnel on southern Feybreak Island — you have to go into the tunnel.
It also hatches from a Huge Dragon Egg, which is the route most players take.

The story of Silvegis
"The metallic components around its neck possess magnetic properties. If the leg pieces get too close, they cling to it. When metal debris builds up on its neck, it grudgingly begins cleaning, and grows frustrated when they won't come off easily."
The metal around its neck is magnetic, so its own leg plating sticks to it whenever the pieces get too close, and debris builds up there over time — which it puts up with grudgingly. A dragon named for shields whose actual daily problem is that bits of itself keep attaching to its throat.

The shield numbers are the highest I have seen on a partner skill. It changes how much you can take.
